In this article the author focuses on the catastrophe that has befallen the Kosovars in the past month, and the abysmal lack of planning for even its most predictable aspects. The author remarks that looking at these facts it is hard to believe anyone projected anything before North Atlantic Treaty Organization (NATO) opted for war with Serbia. According to the author politicians are relatively quick to bomb because it offers at least the hope of killing their guys without risking ours. But the historical reality is that it never works. The U.S. Congress cannot be credited with any foresight or even forethought in this matter either.
