The article looks at how anxiety about national security changed the border town of Havre, Montana. Influence of the terrorist attacks of September 11, 2001 on the way communities in the U.S. function and the assumptions by which individuals live; Changes within the community of Havre since the terrorist attacks; Report that Havre has become a base for Border Patrol officers who routinely board Amtrak trains looking for terrorists; Opinion that the expensive Border Patrol activities in Havre give the illusion of counterterrorism effectiveness; Cases of people arrested by the Border Patrol, including Iraqi refugee Abdul Ameer Yousef Habeeb.
