In the eyes of those waging them many a war has been progressive, in the imperial sense of imposing progress upon those in the cross-hairs. The Democrats, about 80 percent of them in a Congressional vote, have affirmed their confidence in the just cause of bombing Serbia. So have all the Social Democrats in Europe. The Western allies needed to draw a line against a destabilizing force in Central Europe and to demonstrate to tyrants and demagogues elsewhere that their ambitions may too encounter fierce resistance. The liberals are on a crusade, historically the most merciless of all forms of bellicose engagement, albeit the one most suffused with self-serving illusions.
