As New Yorkers gear up for the trials of the two sets of police officers accused of the torture of Abner Louima and the unjustified killing of Amadou Diallo, the most massive displays of civil disobedience in recent memory have emphasized the need for more dialogue between City Hall and its citizens. New York Mayor Rudolph Giuliani has made conciliatory motions toward black officials and religious leaders with whom he had formerly refused to meet. Amnesty International's and the Mollen Commission's findings of systematic failures of accountability for police misconduct are now back in the forefront of public discussion.
