Bush have been held accountable for the inmate abuses at the prison; Author's view that higher-ups in the government can be held responsible for their actions if government institutions are pressured; Suggestion that the public and the media make the effort to insist on a thorough investigation and the administering of appropriate punishments; Review of options for Congressional action regarding the scandal; View that no investigation into the events at Abu Ghraib will occur without public pressure.
