The article focuses on political intervention. Without going into the merits of the case for or against NATO intervention in Kosovo, Serbia and the merits are harder and harder to locate, it is at least a measure of the stakes in the U.S. politics today. In conjunction with NATO, it may even have to consider a protectorate of a nation that gives every appearance of being ungovernable. Because the Republican leadership will not want to bargain until just before it is forced to face voters, much of what American President Bill Clinton does or does not accomplish will not be visible until the end of this term.
