Focuses on the misappropriation of $8.8 billion of the Development Fund for Iraq (DFI). Reference to a report by Stuart Bowen Junior, a U.S. Special Inspector General for Iraq Reconstruction, on the fate of DFI funds; Report that more than $8 billion of the funds came from the unspent balances from the United Nations' Oil for Food program; Discussion of a report by Paul Volcker's Independent Inquiry Committee on the Oil for Food program; Report that, because of political pressure, the United Nations gave inspection contracts for the Oil for Food program to British and Dutch firms; Evidence in Volcker's report that Benon Sevan, the head of the Oil for Food fund, used his influence to introduce an oil company to the Iraqis; Statement that Sevan's $160,000 of alleged corruption is not on the scale of the DFI's $8.8 billion; Lack of an investigation into the mismanagement of DFI funds.
