The article presents information on various social and political developments around the world. It is informed that, the U.S. Congress is apparently approaching a deadlock, or rather a pair of deadlocks, grossing out of the attempted coercion of the Senate by the House and of the house by the Senate, by means of amendments attached to the regular appropriation bills. The House has incorporated into the Army Appropriation Bill a measure for reorganizing the Army generally, and also provisions for amending the Federal election law, and for enabling railroad companies to become telegraph companies.
