The Governor of Illinois declared a moratorium on executions after thirteen men were exonerated by new evidence and three other states are reviewing their administration of the death penalty. In May the New Hampshire Legislature voted to abolish the death penalty altogether. The reprieve of Ricky Nolen McGinn, sentenced to capital punishment for sexually assaulting and murdering his granddaughter, makes clearer the wisdom of U.S. Senator Patrick Leahy's Innocence Protection Act, which would fund DNA evidence appeals and overall capital defense and of U.S. Senator Russ Feingold's bill calling for a death penalty moratorium while it is studied by a commission.
