The Imperial Speech

The speech of the French Emperor, which opens the legislative session, was expected this year with more than usual impatience. Mexican question had become of prime solicitude to the nation and it was expected that Napoleon III would announce the withdrawal of his troops from the ill-fated empire of Ferdinand Maximilian Joseph. Mexico is mentioned in only tens lines of a speech which occupies three full columns of the Moniteur. The government founded there on the will of the people is consolidating, that rebels are dispersed and have no longer a chief.
