The school of smaller steps defines Hillary Clinton's politics 1999-style. The school of smaller steps is the stunted child of the 1994 healthcare reform campaign. From that battle, both Clinton's apparently concluded that large-scale change is impossible. Hillary Clinton's philosophy of government, the current one-hardly seems to bother New York Democrats, who, for the most part, stand to Clinton's left. For many Democrats, Hillary mania is pure pragmatism. Bill Lynch, former New York City deputy mayor under David Dinkins and always seen as the left conscience of that administration.
