The article discusses developments regarding cyber act, peace and war. Federal Judge Lowell Reed of Philadelphia issued a preliminary injunction against the "Child Online Protection Act" (COPA) offspring of the illconceived "Communications Decency Act", which the Supreme Court held to be unconstitutional. The COPA makes it a crime for commercial Web sites to post material considered "harmful to minors. The Pentagon's most important mission since the end of the cold war has been to just its own existence, and the new Bill Clinton, President of the U.S., budget gives it plenty to work with.
