This article focuses on political issues in the U.S. One word sums up the nuclear weapons debate in today's U.S., in fact in the world community, denial. Consider that while the cloning of a sheep provoked President Bill Clinton to warn in January that "scientific advancement does not occur in a moral vacuum," his White House, as Jonathan Schell reminds in this special issue of this journal, reaffirmed a few weeks earlier a cold war-vintage nuclear policy based on threatening humanity with the deadliest technology science has ever advanced. U.S. President Bill Clinton's recent whirlwind of initiatives has kicked up much commentary on his supposedly ambitious, anti-lameduck agenda. With members of the U.S. Congress still lazing, the Wonk-in-Chief has been darting about the country raising money for Democrats and proposing one new policy after another in preparation for his State of the Union Message.
