The article focuses on prevailing political conditions in the U.S. and around the world, as of December 11, 1989. Since Russian President Mikhail Gorbachev announced major unilateral cuts in Soviet military forces, pressure has been building in Washington for similar trims in U.S. military capabilities. With the U.S. Congress determined to reduce the Federal deficit and the White House unwilling to raise taxes, reductions in military spending appear inescapable. Another article focuses on the actions of Senator John Kerry on the issue related to unrestricted military aid to El Salvador.
