On October 5, 1988, an office of the U.S. government in San Salvador, El Salvador was raided and two employees of the U.S. State Department were detained and severely beaten by the U.S.-funded Salvadoran security forces. The State Department contends that El Salvador is a burgeoning democracy and denies that torture is a routine practice there. "It was an unfortunate incident and things are back on course," says one State Department official. The two, Hector Maldanado and Carbelio Mejia, run the Salvadoran office of the Inter-American Foundation, a regional development organization funded mostly by the State Department and also by the Inter-American Development Bank.
