The article focuses on the police actions against Black Panther Party in Philadelphia, Pennsylvania. Philadelphia police commissioner Frank Rizzo raided three Black Panther Party offices on August 31, 1970. On August 29, a police sergeant on duty at Fairmont Park had been shot and killed while sitting at a desk in the park police office. Two other officers, one in an unrelated incident elsewhere, had been badly Wounded. Almost at once police arrested two men, black but not Panthers, and charged them with the killing.
