No one should be fooled by the Administration's claim that the downing of two Libyan MIGs was unconnected to the controversy over the chemicals plant a building in Rabta. Neither do legitimate fears about Muammar el-Qaddafi's toxic intentions have anything to do with the escalated hostilities promoted by Washington. There are many means short of missile-firing to reduce the risk of Libya's weapons program--if indeed America's notoriously off-kilter intelligence about Qaddafi is correct in its estimates this time. In the present case, war as an extension of diplomacy is hypocritical and irresponsible.
