The article focuses on world politics. There has always been discussion on the disturbances in Cuba. The main idea seems to be to apologize for the existence of the neutrality laws. Most people appear to have a horror of the whole subject, as a bore, and an unintelligible bore, those who express any other feeling than weariness express disgust, saying that Cuba is as totally devoid of interest as any colony in the U.S. A case recently before the Court of Claims in Washington, throws some useful light on the condition of the Civil Service, as affected by the rate at which the regular officers of the Government are now paid. The case in question consists of a suit brought by forty-five bank-note printers employed in the Currency Bureau, and paid for their work by the sheet or day.
