This article discusses several sociopolitical issues. According to one issue Annual Report of the Secretary of the Treasury, just submitted to congress, is a dreary and unsatisfactory document. In collating the report for future reference, people find that no less than thirty-seven different topics are treated of, which, for their own convenience, they classed in two principal groups as those that belong to the U.S. Treasury Department proper, and those that, although officially appertaining to that office, really seem to have no business there. The politician George S. Boutwell's utterances on the Civil Service in his reports confirm what people recently said as to his belief in the value of the present tenure of office of the employees in his department; but he recognizes the absurdity of having the examining boards composed of the officers of the department, and subject to the orders of its chief.
