The article presents information on political developments. The U.S. President, from whom some persons expected some assistance in the work of reforming the civil service, has been, during the past few months, doing a good deal to aggravate some of its worst evils. From seas to the Alps, Germany clamors for the annexation or as it is there called, the reannexation of Alsace and Eastern Lorraine. It is a national cry which can surprise nobody. Alsace when the Thirty Years' War had doomed her to disintegration, she lost Lorraine when that disintegration was seated by the rapid rise of the Prussian kingdom in antagonism to the power of the Hapsburgs.
