The Personal-Property Tax

The article presents information on the personal property tax in New York. It is confessed on all hands that the system of taxation in New York is a failure, that the valuation of property is unequal, that vast masses of it escape taxation altogether, that the city is overtaxed, while the country is undertaxed and, more than all this, these complaints are made by the practical men themselves, who are now endeavoring to persuade the legislature to undertake a thorough and radical reform. The upshot of the whole matter is that, from the uncertainty of the law, from the ease with which personal property may be made to change its form, from the facility with which it may be concealed and enquiry as to its whereabouts baffled.
