The article focuses on the book "The Treaty of Washington: Its Negotiation, Execution, and the Discussions Relating Thereto," by Caleb Cushing. There are many matters connected with the Treaty of Washington, with its original conception, with the progress of its negotiation, and with its consummation at Geneva, which have never been explained to the, outside world, and which would be interesting to the most indifferent observer--intensely so to the student of diplomacy. Cushing familiar with the history of diplomacy and learned in the international law and has been consulted by many successive governments in the most important and secret affairs of foreign state relations.
