This article focuses on some political developments related to the United States. A bill has been introduced in the California Legislature providing for the punishment of wife-beaters by flogging, and it will probably attract the unfavorable attention of humanitarians. The whipping-post and pillory in Delaware have been supposed, by that large class of people win may be said to be interested in the abolition of pain, to be a relic of the brutal past, and they will probably raise an outcry against the proposed legislation California. According to another news, Mr. Henry C. Bowen of the "Independent" has recovered $1,000 in his libel suit against the Brooklyn Eagle, so that, as he laid his damages at $100,000, he has lost $99,000 on this one transaction.
