The article comments on various social and political developments from around the world. U.S. President Rutherford Hayes's Message to the Senate touching the New York Custom house appointments contains very sound doctrine, and, in fact, goes to the root of the whole question of civil-service reform. He says the New York Custom-house collects over two-thirds of the whole customs revenue of the Government; that, therefore, the whole country is interested in having it managed on business principles; that it has not been managed on business principles, because its managers have for years been also the managers of the Republican party in this city and State, and have, therefore, "regarded the duties of the offices held by them as of subordinate importance to their partisan work," and have made the Custom-house "a centre of political management."
