A New Kind of Veto

In all the State constitutions which have been adopted within the last five years, special efforts have been in ado by the reformers who drew them up to prevent fraudulent or tricky legislation. That this evil exists, every session of every State legislature gives renewed proof in the shape of bills passed in the absence of a quorum, bills containing clauses smuggled into them and not voted upon at all, bills passed so hastily as to prevent proper consideration, bills passed in the guise of amendments or joint resolutions. As a general rule, these fraudulent acts are to be traced to one or two interested persons, and do not by any means necessarily imply that a majority of the legislative body approves or countenances them.
