The article presents information on various socio-political developments in the U.S. The Convention of 1868, which drew up the constitution of South Carolina, was composed of seventy-two Afro-Americans and forty-nine white men, and of the Seventy-two Afro-Americans only thirteen paid taxes, and yet the Convention directed a tax levy of $2,230,950, amounting to a rate of six per cent. The Powers which signed the Treaty of Paris have been hardly less dexterously dealt with. Their reluctance to drive the Turks to extremities, which Soviet Union made ostentatious professions that she fully shared, having produced the effect on turks which she doubtless foresaw and intended, they found themselves exposed at the close of the Conference to the extremely puzzling and, indeed, it would seem unanswerable question what course they would take next.
