On May 15, 1988 thirty-three years after the Soviet Union ended its joint great-power occupation of Austria, its troops will begin to leave Afghanistan. The agreement reached after six years of arduous negotiation is historic: For the first time since its withdrawal from Austria, Moscow will voluntarily pull its forces out of a country. But the pact, signed last week by the United States and the Soviet Union as guarantors, is only a prologue to peace in the country and the region. General Secretary Mikhail Gorbachev's boldness in cutting his losses in Afghanistan may strengthen his reputation as a statesman, but he is also involved in a political struggle at home.
