This article discusses several sociopolitical issues. These are turbulent days in the world of international finance. The major Western capitalist nations-Japan, West Germany and the United States-quarrel about the steps to take to avoid what all fear could become a severe global recession in 1987. The seriousness of those problems made for a crisis atmosphere last week in Washington at the joint annual meeting of the International Monetary Fund and the World Bank. In another issue all goes according to script, in a few days Israel's Labor Prime Minister Shimon Peres will relinquish power to Yitzhak Shamir of the Likud party, consummating the marriage of convenience that has enabled Israel's national unity government to function since September 1984.
