The article comments on various socio-political issues and developments taking place around the world. U.S. Treasury secretary John Sherman has plan of keeping $300,000,000 of Government notes afloat as a permanent part of the circulation after depriving them of their legal-tender quality. His reason for advocating it is that "it is both politic and right for the United States to maintain in circulation a carefully limited amount of United States notes, always redeemable in coin, supported by ample reserves in coin, and supplemented by the circulating notes of national banks." According to the "Herald's Washington correspondent a scheme for dividing the electoral vote of this State next year is being seriously considered by Republican Congressmen, and in some quarters finds a good deal of favor.
