This article focuses on passage of Lord Derby from the Conservative to the Liberal party. It is usual with members of either Great Britain House who leave a cabinet in which they have held a place, through disagreement on a particular question without rupture of their general political connection and convictions, to remain sitting on the ministerial side of the house. Lord Derby's delay in openly joining the Liberal party is a tribute to decorum and the appearance of deliberation. The article also discusses the political relations of Germany Austria and Russia.
