The article discusses several issues related to the failure of British Rule in India. The famine in the northwest provinces attaches to the Government of India. It was due to the misadministration. The causes, which combine to produce an Indian famine are multiplex, and differ according to the districts in which the scarcity occurs. But the chief of them are directly due to British Empire's recklessness and want of forethought. These have occasioned a dire impoverishment of the soil and a corresponding impoverishment of those who cultivate it. This difficulties and dangers have been allowed to grow up unchecked until they have become a menace to the existence of the Empire.
