The article presents news related to the social and political conditions in the U.S. and the rest of the world. The condition of the city of Memphis seems to be greatly aggravated by its complete financial paralysis. Owing to its inability to pay its debts, it has in fact for some time ceased to be a municipal corporation, and has sunk to the level of a "taxing district." The Pennsylvania Democrats held their convention in Harrisburg and nominated D.O. Barr for Treasurer. A correspondent of the New York Times, writing from Alabama, describes the so-called "Black Belt," or the cotton-raising district in the south-central portion of the state, whose black population outnumbers the white from two to four to one.
