The article focuses on several political developments in the U.S., as of April 3, 1879. The U.S. Senate has accomplished nothing besides half-attempting a debate of resolution declaring it revolutionary for either house to withhold appropriations as a means of coercing the other house and the President; or for both houses to do the same thing for the purpose of coercing the President. U.S. President James Abram Garfield delivered one of his effective speeches in the House on Saturday, in opposition to the Democratic plan of tacking on a repeal of the law permitting the use of the army to preserve order at polls to the Army Appropriation Bill, maintaining by the familiar arguments that it was an unconstitutional attempt to coerce the President.
