The article focuses on several developments in the U.S. as of March 6, 1879. The Forty-fifth Congress expired on Tuesday, with the Army Appropriation Bill and the Legislative, Executive, and Judicial Appropriation Bill unpassed, and the President has accordingly convened the new Congress for the 18th instant. According to the majority report of the Teller Committee, which was laid before the Senate on Thursday, the elections last year in South Carolina were distinguished by the general use of tissue ballots, which extended to every county but one.
