The article presents information about various political developments taking place in the U.S. According to a snippet, the angry way in which the Stalwarts every now and then speak of U.S. President Rutherford Birchard Hayes's serenity and hopefulness and amiability, especially with regard to Southern matters, is a good illustration of the intolerance which is so often to be found even in the best optimistic circles, in fact, it is safe to say that a completely optimistic or completely cheerful person is hardly ever to be met with.
