The article focuses on the book "Numa Roumestan: Mœurs Parisiennes," by Par Alphonse Daudet. The phrase of Numa Roumestan's which appears on the title-page, and furnishes the key to the political part of the tale cannot convey much meaning to any but Frenchmen, and the moral of the story is worked out in such an extraordinary way that it can hardly have much profound significance for them. Numa Roumestan is a native of Provence, France, and represents the south of France--the south in which traces of the old Roman language and blood still linger.
