The article presents information on political developments in different countries. The plan of filling vacancies in the subordinate branches of the public service by competitive examination in the initial stages and promotion in the higher ones has been discussed in detail. The article throws light on the deadlock in the Spanish claims commission on the issue of citizenship. A circumstance highly favorable to the Austro-Hungarians has been the disorganized condition of Russia's foreign diplomacy, caused by her worse internal disorganization.
