This article focuses on several people who have taken steps against the norms of the government policy of the United States. Major General John Singlaub has to find funds for his defense, as the Christic Institute's antiracketeering suit against Singlaub and other contra supporters moves ahead. Last month the U.S. Internal Revenue Service yanked the tax-exempt status from Singlaub's U.S. Council for World Freedom, which has been a supplier of the contras. Howard Phillips, head of the Conservative Caucus, called U.S. President Ronald Reagan "a useful idiot for Soviet propaganda." Shortly before Phillips unleashed his wrath, Reagan nominated Susan Phillips, sister of Howard Phillips, as commissioner of the Federal Trade Commission.
