This article focuses on Spencer Walpole's astounding feat of parliamentary statesmanship on Robert Peel in Great Britain. In 1832 the Tories were defeated all along the line, and the Toryism of George the Third and Lord Eldon, Lord Chancellor in the ministry of Lord Liverpool, was destroyed past hopes of revival. Peel created the Conservative party and evoked the conservatism of the nation. He checked what threatened to be a revolution and within three years broke the strength of the Whigs, and in less than ten years returned to office at the head of the ablest and strongest body of Conservatives which has held power during the century.
