The article critically apprises the book "Deutsche Urzeit," by Von Wilhelm Arnold. The distinguished historian of the German cities, Arnold, has of late years devoted himself especially to the earlier period of German history. Arnold, in this book, gives a complete account of the early history, institutions and customs of Germans. Arnold takes an intermediate position in regard to two important questions which have been hotly disputed, chiefly between Frenchmen and Germans. Arnold views Germans of Caesar and Tacitus were neither savages nor peasants of the nineteenth century. They were wandering tillers of the soil or agricultural nomads.
