The article presents views of several people on political conditions in Bosnia and Herzegovina. The Balkan war has offered a crucial opportunity for mobilizing an international political constituency for a move in new political directions. Sadly, this chance has been missed, in large part because of confusion over the nature of the conflict. Some argues that the conflict in Bosnia is substantially a civil war and the notion of treating Serbia and Bosnia as entirely separate countries is somewhat artificial. The first task is to mobilize a vision of civil and democratic politics in the region. Only then could the methods and the broader will for any positive intervention be built, starting with an entirely revised posture for diplomacy and negotiations.
