The Ocean Carrying Trade

This article discusses the impact on the U.S. if there be an ocean war between Great Britain and the Soviet Union. American customs laws prevent the introduction of British materials for the building of vessels, unless a protective duty is paid thereon. The real question is whether or not, if there be war between England and the Soviet Union, the U.S. would as a country be the gainer by the naturalization of foreign-built vessels of large tonnage to be used only in foreign trade. Some people in the government insist that Americans need and should have a mercantile marine as a measure of preparation for self-defence.
