Brooklyn and Philadelphia

By a rather striking coincidence there has been presented in two chief cities convincing evidence of the bitter hostility to civil-service reform which is entertained by the professional politicians of both parties. Brooklyn, New York City, has long been a Democratic city in national politics, and has suffered from one of the worst systems of boss rule. Philadelphia has long been a Republican "stronghold" in national politics, and has been cursed with corruption. The Democratic Machine is now in good running order in Brooklyn and the Republican Machine in Philadelphia, so that each party is able to manifest its attitude toward municipal reform with the utmost clearness.
