The article presents information regarding the existing legislation in Spain. The present tariff laws of Spain date back to the revolution of 1868. The revenue laws 1860-70 has brought about sweeping traffic reforms. In 1883, came the law of raw materials, greatly lowering the duties on some forty classes of imports used in manufactures. With this step, the movement for free trade seems to have spent itself. But the Conservatives were steadily opposed to carrying out the fifth article. To repeal it was their ultimate purpose.
