This article focuses on political news from all over world. It is said that for the purpose of eliciting expression of public opinion, the text of two sections of the Extradition Treaty with Russia is published at Washington. The second article of the treaty defines the crimes to which extradition shall be applied. The baneful significance of this clause is that the granting of a passport is a governmental act, and that the making of a false passport thus becomes an extraditable offence. Every political offender who escapes uses a false passport, or has one in readiness to be used.
