This article reports on several socio-economic issues. According to one information, the treaty has been signed at last and people are the possessors of Cuba and Porto Rico and of as much of the Philippines as the Spaniards possessed, which is not much. It is presumed, there is little doubt that U.S. Senate will confirm it. According to another information, the young State of South Dakota has just entered upon an experiment in a new field, the workings of which will be watched with, great interest, both here and abroad. It has decided to apply the principle of the initiative and the referendum.
