The article presents information on various socio-political developments related to the U.S. Whether for good or for ill, the people of the U.S. have assumed to govern the people of Porto Rico, and no better opportunity for proving humanity can ever occur than is afforded by the disaster which has befallen that island. In another development, the report of the U.S. Commissioner or Pensions contains the rather surprising statement that the number of pensioners, at the end of June was actually more than 2.000, less than it was a year ago.
