The article discusses the book "Civilization in Congoland: A Story of International Wrong-Doing," by H.R. Fox Bourne. This history of the Independent State of the Congo is told from a single point of view. The two main objects for which the State was founded by the Powers at the Berlin, Germany, International Conference of 1884-85 were to secure freedom of trade and to protect the natives in the Congo Basin.
