The article focuses on steps taken towards bribery in the U.S. The fact that the crime of bribery, electoral and legislative, is on the increase in U.S., have an accumulation of painfully convincing evidence. People whose right hands are full of bribes sit in the high places of government, are in good repute in society. England has shaken herself clear of that slough. England did it by means of Parliamentary Reform, Corrupt Practices Acts and above all, by a quickened public sentiment and a stern enforcement of the law at the hands of incorruptible judges. If the U.S. could adopt the English plan of having contested elections passed upon, not by Assembly or House of Representatives, but by a judicial commission without partisan bias, it would undoubtedly be a great check to bribers.
