The article presents information on the politician and social situation in the Philippines under the leadership of President Corazon Aquino. Two-thirds of Filipinos still live and die in the country side, scratching out an existence in one of the most unequal land distribution systems in the world. Land reform has thus traditionally been the country's hottest political issue. Not surprisingly, the centerpiece of Aquino's race against Ferdinand Marcos was the promise of land to the tiller. In 1987 a vastly watered-down land reform provision did pass the Philippine legislature, a body in which more than three-quarters of the members are millionaires and many are large landowners.
